I have become interested in the account of an NBN fixed-wireless installation in a country property south of Ballarat as an example of what has been done to bring real broadband to the bush.

Previously the owner had to put up with a poor-quality and expensive 3G broadband service as his Internet solution. But this brought the same kind of ADSL quality commonly expected in metropolitan areas to his country property.

NBN installed the service on an inclusive contract which covered 2 hours of labour and the hardware and equipment needed to receive the service. This was part of a beta-test for a new ISP service to cover this country area.

The aerial (antenna) with transceiver was mounted on his TV-aerial mast and connected to the consumer-premises equipment that was installed in the house. This box has 4 Ethernet connections for four different services with connected to the Wi-Fi router that serves his home network.

The particulars with this installation was that he could see the NBN communications tower from his house with a although 2 trees were in the way. This could reduce the signal strength to 2/3 (according to the LED signal-strength meter on the above-mentioned CPE box) for momentary periods on a wet and windy day.

As mentioned before, there was the nominal ADSL2 bandwidth but could improve on upload bandwidth. He raised this as he is a content creator, but this issue would be of concern to rural users who “Skype” a lot for example. The throughput could be improved as the fixed-wireless broadband service is improved over the coming years.

Personally, I would see the fixed-wireless deployment as being worth it for rural users because they can get the real broadband service that would suit most home applications at a price commonly associated with an ADSL or cable broadband service. On the other hand, I wouldn’t recommend this for rural areas that start to become dense like small towns. Here, this could be a chance to look towards implementing the fibre-optic setup for these areas.

Similarly, properties like caravan parks, motels, business or industrial campuses could be allowed to opt for an FTTP setup rather than fixed-wireless as a “business option” so they have stronger throughput for their needs.

The question that was often raised in this article was the feasibility for the National Broadband Network to be used as a conduit to providing a reliable high-quality TV viewing experience. This is more so in areas around Australia where TV reception quality is next to hopeless and is something regularly encountered in rural areas.

There are some IPTV (Internet Protocol TV) services in place through Australia but these are offered by some ISPs as a way of delivering multichannel pay-TV service to their customers. Similarly, the regular free-to-air TV stations run Internet-based TV services typically in the form of on-demand TV content. This is where one typically can catch up on past episodes of a TV show or see “12-inch” (extended-length) versions of particular content like TV interviews.

But the National Broadband Network could be used as a platform for delivering an IPTV service similar to what has happened in France with their “n-box” triple-play services, and also what happens in some other European countries. There, one could use the set-top box which is connected to the Internet to tune in to regular free-to-air TV broadcasts. There is even the ability to gain access to extended content offered by the broadcasters like “catch-up” TV from the comfort of your couch.

This is also augmented by the main TV manufacturers rolling out “main-lounge-area” TV sets and video peripherals that have an extended-TV platform and can connect to the Internet. These sets, commonly marketed as “smart TVs”, have been pitched with apps that have access to various functions like broadcaster

Freeview, who represent the free-to-air digital TV platform in Australia, could extend their remit for this service beyond the classic terrestrial-based technology. Here, they could set up a “Freeview IP” environment which uses IPTV and the National Broadband Network to distribute regular “scheduled-broadcast” TV content via this infrastructure. This could be extended to a “couch-based” user interface for extended on-demand content such as catch-up TV.

Questions that may be raised concerning this would include negotiation with sports leagues and cultural bodies concerning using Internet infrastructure to broadcast their content. This may be seen as treading on “online rights” contracts and may break sports-code ideals like “delay-to-the-gate” blackouts (where a fixture can’t be shown live in a city unless a minimum number of seats are sold) or similar requirements. As I have covered before, if the intention is to broadcast in the regular manner on to the Internet as would be expected for a regular TV service i.e. verbatim broadcasting with own talent calling the event and use of regular commercial and continuity material specific to the area, there shouldn’t be a difference.

As the NBN gets rolled out around Australia, we need to take action on being able to deliver the free-to-air TV content through this infrastructure in a similar manner to how it has been enjoyed.

As I have previously mentioned in this site, there needs to be further action taken concerning providing a wireline telecommunications service that is really competitive. The idea of Telstra splitting its telecommunications business between wholesale and retail is still about moving the wireline infrastructure to another entity with monopoly powers. This is compared to France where fibre-optic Internet can be provisioned by competing interests who have their own fibre-optic infrastructure but have access to the same ducts, poles, wiring closets and other physical infrastructure.

Other issues that weren’t raised included the definition and provision of the basic telecommunications service. This includes whether universal-service funds should be set up to competitively provide this service, how the national emergency-contact service is to be provided and how disaster-relief and social-telecommunications needs are to be provided in a competitive world. As I have said before, it would be best to look at what the UK and France are doing as they have moved from a government-run “PTT-style” telecommunications monopoly to a lively competitive telecommunications environment.

I have previously stood for rural access to broadband Internet as an enabler for the rural communities when it comes to commercial or government services. But this latest article underscores my standpoint for rural broadband from the arts and culture perspective and enabling indigenous communities located in rural and remote areas.

This was highlighted by the National Congress Of Australia’s First Peoples who wanted to see increased effort in providing the National Broadband Network to the Indigenous Communities around remote Australia. This is in the form of access to arts and culture for these communities, including integration of urban and rural communities.

The same argument could be iterated in other countries that maintain scattered indigenous-people communities like New Zealand with their Maori people or North American with their Red-Indian communities. Here, they would have their unique cultures enhanced by the technology such as through “large-area” ceremonies or similar activities. Similarly, this argument could be raised for the Gypsy and Traveller communities in Europe when it comes to their access to broadband technologies.

In Australia, the remote communities that are outside the reach of the fibre backhaul would be covered by fixed-wireless or satellite links. But I would also like to see the feasibility of fibre links for community clusters with closely-located households, so as to provide higher-quality service in these communities.

Another NBN backhaul link to reach Darwin

Previously I mentioned a fibre link which would enable Darwin and Alice Springs to benefit from real competitive broadband service like the rest of Australia. But there is another link which would serve Darwin that the Acting Prime Minister, Wayne Swan is about to switch on at the time of publication.

But this one would provide a link between Darwin and Toowoomba in Queensland; and would be part of the National Broadband Network. It would pass Mount Isa, Tennant Creek, Emerald and Longreach, thus “lighting up” these towns for real broadband.

One of the main reasons in enabling Darwin with these fibre-optic broadband backhaul links is to exploit Darwin’s proximity to Asia. This means that Australia-Asia Internet links can be set up between these territories, allowing Australia to benefit from Asia being the newer business hub.

As these backhauls are laid down, it would be a chance to allow smaller communities to benefit from real Internet service. This is more so if there is encouragement for branch links to be extended out to the other communities that the trunks pass.

A lively competitive market

When I think of a competitive broadband infrastructure, it needs to be lively and competitive with many different wholesale and retail Internet service providers. Here, I would rather see the competition occur more on value than on who offers the cheapest service.

What can happen if the competitive market focuses on who offers the cheapest service is that companies can cut corners to achieve this goal. This can lead to situations that are consumer-hostile like poor customer service, rigidly-enforced terms of service that don’t allow scope for human variation and budget-tier services that don’t offer what customers need.

The proposed Telstra split

This proposed wholesale-retail breakup of Telstra could sound very much like what is happening with British Telecom in the UK. At the moment, BT are running a retail arm as well as a wholesale-infrastructure arm called Openreach.

In the case of the Telstra split, the infrastructure would be managed by a monopoly which is the National Broadband Network while there is a “wholesale” group and a “retail” group. There will be issues like preferential tariff sheets for the Telstra service as well as something yet undiscussed.

Telstra as the baseline telecommunications provider

This is the provision of the baseline telephone and Internet service. It encompasses the maintenance of public payphones; the definition and provision of the standard telephone line; the provision of the national emergency telephone services, as well as communications needs for the social sector. It can also include covering for communications through natural and other disasters. At the moment, Telstra’s discretionary mobile and Internet services prop up their role as this baseline telephony provider.

Wireline infrastructure competition

One driver for real competition is the ability to supply competing wireline infrastructure. This typically comes in the form of sub-loop unbundling where an ADSL service can be provided through the use of equipment installed between the customer’s door and the exchange and the customer’s line connected to that equipment. In an FTTH fibre-optic setup, this would be in the form of extra fibre-optic lines controlled by competing interests run to the customer’s door; a practice that is taking place in France.

For that matter, it may be worth examining what is going on in the UK and France where there was incumbent “PTT” telephone carriers but have now become lively competitive Internet-service markets. This includes how the tariff charts yielded “best-value” plans for retail telecommunications service as well as enabling factors for this level of competition. such as telecommunications legislation and regulations. It would also cover access to established physical telecommunications infrastructure in public areas like poles and pits; as well as creation and use of new infrastructure.

Conclusion

What I would like to see is that our telecommunications ministers and departments talk with their peers in both those countries ie OFCOM in the UK and ARCEP in France so they can know what was achieved for competitive telecommunications.

My comments

This deployment of the National Broadband Network has become the second mainland location for this technology. The first mainland location to have the next-generation Internet was Armidale in NSW.

Kiama is primarily a tourist-attraction country town which attracts many day-trip tourists from Sydney. This then feeds a hospitality-driven economy centred around cafes and restaurants. Other than that, it doesn’t necessarily have a key employer like a corporation or university that could create a significant economy.

Of course, it is worth finding out which areas of these towns are actually wired up for the broadband service, especially if these towns are growing out or becoming major economic centres in their own right, as in the case of Armidale which has the University of New England as a key employer. Here, it could be feasible for certain suburbs or neighbourhoods to have the optical fibre pass every door, rather than the whole town. This is a practice that I have noticed with Australian pay-TV where certain communities had Foxtel cable pass their door while others didn’t.

It is also worth knowing, when one or two towns are established with the technology, it could then allow for infrastructure to be deployed out to neighbouring towns as it is built out, especially if “highway” runs are being constructed and “lit up” in order to connect major economic centres. This may also incite more key employers to set up shop in these towns thus creating an increase in the economy there.

Cynics would describe this effort as being political due to the towns being in marginal electorates and the provision of the National Broadband Network as a vote-catching exercise by the Australian Labor Party. But who knows how this could change if the NBN does change the economies in these towns such as through attraction of new employers.

It will therefore be interesting to see what comes about with the arrival of the NBN through the different towns and whether the fibre-to-the-home next-generation broadband would be a proper winner.

After reading this article, I have made a few comments in a manner that isn’t intended to “dig at” the National Broadband Network and its operations but intended to provide level-headed service information about this next-generation broadband service. This may also be similar to other deployments where an FTTH next-generation broadband service is intended as an upgrade over an existing-technology communications service.

The connection will be delivered free of charge while the fibre-optic system is being rolled out in your area and you will receive notice of this from your service provider or NBN Co as it rolls out in your area.

The cabling will be similar to what is used for the current telephony cabling in that area. For most cities, this will be underground fibre-optic cabling, but for outer-urban areas, regional and rural areas, this will be overhead fibre-optic runs on existing telegraph poles.

Tenants and Multi-Tenancy Units

An issue that may arise with rental premises and multi-tenancy units (apartment blocks, shopping centres, office blocks) is that you may have to seek permission from your landlord, body-corporate or building manager to have the fibre-optic wiring done in the building. Your telecommunications / Internet service provider or the National Broadband Network Company will have procedures and forms in place for liaising with these people

Multi-Tenancy Unit / Multi-Dwelling Unit Buildings

The National Broadband Network will be a full “fibre-to-the-premises” deployment with a fibre-optic run to each unit (apartment, house, shop, office space) in the building. Here, the NBN may have to install extra equipment in the building’s wiring closet which may be in the basement or an auxiliary passageway of the building.

Post-changeover

For most people, the telephony and Internet service that you will benefit from will be similar to what you are getting for your current service. There may be revisions to the Internet service concerning download allowances as you benefit from bigger download bandwidths.

Customer Premises Equipment

The device illustrated in the article may be a proof-of-concept article, prototype or pre-production sample that wouldn’t be supplied to customers as part of the NBN rollout. As well, there may be variations in the device’s functionality for the final-issue device. It is also worth knowing that the information that is provided is for the average “Joe Six-pack” who would be running just one classic phone service and one broadband Internet service.

The customer premises equipment will be an “optical network terminator” (ONT) which is a fibre-optic modem that has handset connections for 2 phone services, and four Ethernet ports with 1 port for each Internet service. There is no knowledge of the port speed available through these ports but they may be Gigabit Ethernet ports.

Because there is no power transmitted through the fibre-optic cable, the exchange won’t provide the required power for “lifeline” telephony service. Instead, the power supply that comes with this box will have a backup battery that works in a similar way to an alarm system’s backup battery. Here you will be able to place and receive calls for a certain amount of time when the power goes down.

Of course, this device will be managed by NBN Co and end up being seen by them as a demarcation point for service responsibility.

Customers who have wireless and satellite services will have different CPE requirements but they will have a similar form of connectivity.

Connectivity issues

The home network

Of course, you will have to use an Ethernet-WAN broadband router as your Internet-network edge and there will be the high-end units on the market that will have the Gigabit Ethernet connections on the WAN and LAN Ethernet sockets. For Wi-Fi, these units will need to work with full 802.11n wireless and for HomePlug you would have to use HomePlug AV or HomePlug AV2 setups.

IPTV and IP Telephony

There was nothing mentioned about how one should connect IPTV or IP Telephony equipment; whether via the “edge” router or direct to this ONT box? As well, there wasn’t mention about use of other VoIP hardware like IP telephone to provide the voice telephony service that is normally provided to the telephony ports on this box? This will become more interesting as people consider the use of enhanced IP-telephony technology for their regular telephony services.

Three or more phone services

Similarly, the device doesn’t cater for households with 3 or more classic phone lines such as a business operated from home with the need for a fax service or individuals like elderly relatives residing in the house but wanting the responsibility and dignity of their own phone service under their control. As well, a larger house may be split in to two or more smaller residences and let as such as a way of keeping it viable but may be amalgamated to the larger house for use as a “family house”. Here, there should be support for two or more ONTs in these situations.

This may be rectified through the use of IP telephones that are connected in to the home network and associated with one or more of the phone services; and really shouldn’t be of concern when we move towards full IP telephony.

Modem-to-modem communications

As far as I know, the NBN setup should work with G3 fax, all “human-response dial-out” alarm systems, or most modem-driven monitored-alarm systems connected to the telephony sockets but you will need to check with system provider in the case of your security setup. You may have to scale your fax machine’s throughput to lower “G3” speeds like 14400bps for reliable transmission for reliable operation. I have written further on faxing and monitored alarms in the IP Telephony age in a special article which should be read by customers and industry alike as the National Broadband Network nears.

Small businesses

THe four Ethernet ports may be of benefit to the small-business owner like a cafe operator who wants to run a public wireless hotspot as a separate Internet service. Here, one port can serve a dedicated broadband router like a hotspot gateway for the public Internet service while the other port can serve the business’s “line-of-business” network.

For some other businesses like bars where online vending or amusement machines that are managed by third parties are the order of the day, the separate Ethernet ports can be used to provide an Internet service under the control of the machine’s operator.

Conclusion

This is not simply NBN “spin” but issues that may be of concern whenever an imminent conversion to FTTH technology ins in place for established telecommunications networks.

Going back on your promises to rural and regional users

Rural and regional Internet users are being short-changed again by a backflip that Labor has done with the National Broadband Network.

The kind of treatment rural and regional users receive

This is an example of continual second-rate treatment of rural and regional citizens when it comes to telecommunications.

Here, I remember living in the country in the 1980s when there was continual poor-quality telephone service. Here there was a poor signal-to-noise ratio with the phone line to where I lived at and this usually manifested in a lot of crackling through the call as well as frequent incidents of crosstalk which we often described as “crossed lines”.

As well, if rural users want to contact services in metropolitan areas, they have to pay long-distance telephone rates for these calls. This is unless the service provider sets up a freecall or local-cost telephone number for people to ring in on.

Continuously, country users are limited to dial-up Internet and this is often at a substandard rate with slower-than-standard data speeds and longer connection-establishment times.

As well, country users cannot benefit from broadband because they are usually out of the proper “range” for ADSL services. Therefore they end up on the substandard dial-up services. If they are in “range” for ADSL service, they end up with substandard ADSL service.

What is happening with NBN

The Labor federal government had built their election campaign on the back of the National Broadband Network. This was to have the same cost of service across all of Australia even though the service will be provided “to the door” using fibre, wireless or satellite technologies.

Now they have done a backflip on this promise by not guaranteeing a price structure that requires the Internet service on this network to be the same for metropolitan, regional and rural areas. This is based around the excuse that the wireless technology that would be needed for the regional and rural areas will cost more to set up, especially in licensing costs.

I have seen some successful operations in the UK where next-generation broadband services have been rolled out to some rural villages in a cost-effective manner by local companies. Here, they had worked on the local deployments using technologies like VDSL-driven fibre-to-the-cabinet yet allowed the systems to be future-proof for fibre-to-the-premises.

The use of “anti-competition” measures in the NBN legislation would make it hard for a “go-getter” company to do what companies like Rutland Telecom have done in enabling rural towns with next-generation broadband.

Supporting the rural Internet needs properly

What needs to happen is for these measures to be adjusted to expedite service delivery to rural areas and facilitate the NBN or government to support local entities in deploying such technology to rural and regional areas. Then could then be able to provide retail service in to these towns or lease-back the infrastructure to the NBN for wholesale service provisioning.

As well, if there is an easement required on a property for running fibre trunks in the NBN infrastructure, the issue of fibre branches connecting “to the door” of the affected as well as adjacent properties from this trunk should be looked at.

The NBN doesn’t even look at the issue of a genuine “universal service obligation” concerning broadband and there needs to be activity concerning this issue. This includes a minimum standard or service and a maximum price for the service similar to what is being prescribed in Europe. The costs could be offset via a universal service fund which could be supported either through line spending or a direct levy like one on service-provider turnover.

Conclusion

It therefore seems to me that the Australian government have lost the plot when it come to assuring competitive Internet access and a universal standard of Internet service in the country. They need to look at what other established countries are doing for when it comes to these factors and implement these issues effectively.

As many countries agressively build out fibre-optic-based “Next Generation Broadband”, there is also the reality that companies involved in wireless broadband will deploy LTE or WiMAX “4G” technologies for this service.

This issue has been raised recently as Telstra, Australia’s incumbent telephone and mobile carrier announced its intention to deploy LTE-based 4G wireless broadband. This is even though the Australian Federal Government were rolling out the National Broadband Network, which is the next-generation broadband service based primarily on “fibre-to-the-premises” technology.

A key issue that have been raised include the “all-wireless” household or small business, which doesn’t have a landline telephone or ADSL/cable-based broadband Internet for their telecommunications. This may be implemented by students and similar households where each user wants control over their communications costs as well as assuring proper service privacy.

Issues of comparison

Value of service as a primary Internet service

A common disadvantage with this kind of setup is that the bandwidth available to the user from a wireless broadband service is less than that for a wireline broadband service like ADSL, cable or fibre-optic. As well, the wireline service is typically able to offer better value service than the wireless service. This disadvantage may be eroded if the 4G wireless broadband services are priced aggressively against the Next-Generation-Broadband wireline services.

Reliability and Stability

Even so, the 4G wireless broadband setups won’t yield the same bandwidth as a next-generation broadband setup; and these systems are based on radio technology which can be affected by many factors such as  the environment surrounding the radio equipment, the aerial (antenna) that is used as part of the equipment and the calibre of the equipment itself.

Examples of this include wireless-broadband modems used in double-brick / cinder-block buildings; equipment like USB modem sticks designed to be compact therefore not having adequate aerial systems; and simple weather conditions that affect wireless performance.

Here, this could lead to inconsistent performance for 4G wireless-broadband setups, with results like stuttering during VoIP telephony or multimedia playback.

Multiple device setups

No-one has yet raised the issue of a person operating multiple devices that connect to wireless broadband Internet. This is a common reality as people buy smartphones, tablets and netbooks that have integrated wireless-broadband connectivity. Here, these devices are operated on their own services and it requires users to keep track of the many accounts and bandwidth allowances that each device has.

As well, the wireless-broadband technologies discourage the idea of establishing local-area networks which could permit bandwidth sharing / pooling or sharing of resources like printers or file directories. Here, the users would end up not creating a local area network at all, and may just end up using technologies

Political issues peculiar to the Australian scenario

I also see certain political issues in the “next-generation-broadband vs 4G wireless broadhand” issue more so in Australia. Here, the Australian Labour Party see the National Broadband Network as a tool for nationalising or “claiming back” the wireline telephony infrastructure that they relinquished when Telstra was privatised. Here, Telstra, like British Telecom was originally part of the government-owned “Posts, Telegraphs, Telephones” department and became its own telephony entity as this department was separated.

There hadn’t been any mentions of intent to nationalise the Telstra-owned wireless infrastructure used for reselling their mobile telephony and wireless-broadband service. As well, Telstra were wanting to set up the aforementioned 4G LTE wireless-broadband technology on this infrastructure as a retail service and the Australian Labour Party were seeing this wireless-broadband service as a broadband service that competes with their National Broadband Network.

How I would see this argument is a way of seeking legal authority to require Telstra to do a “BT-style” sell-off of its mobile-telephony and wireless-broadband business. This is where they would be forced to divest themselves of the infrastructure and retail mobile-telephony / wireless-broadband business to another service

Conclusion

How I see the role of any wireless-broadband technology is that it is a complementary technology to a wireline technology rather than a competing technology. It exists primarily for mobile, portable and temporary computing applications.
