I have covered “shared” and “family” mobile data plans previously on HomeNetworking01.info, infact with a summary article of where things are at with these plans along with fixed-line broadband plans for occasionally-occupied premises. It can rectify situations where you have more allowance on one device but not on another which was something I came across with a friend of mine where I had to coax their iPhone to tether properly with their PC so they can use that device’s allowance.

These plans typically allow a user to have multiple devices such as a smartphone, tablet, “Mi-Fi” or USB wireless-broadband modem share the same data allowance pool. The “shared” plan is typically for devices owned by one customer while the “family” plan allows devices belonging to members of the same family or household  to share the same allowance.

Now Telstra is making a commitment to offer these kind of plans to their customers because of the activity that is taking place in US and Europe with the plans. Here, analysts were saying that people would buy increased data allowances for these plans rather than buying the standard allowances provided for the individual devices. Of course, customers would backpedal on their data usage as they get close to the end of their allowance.

Personally, I would like to see the shared plans offer things like data allowances in the order of 3Gb to 5Gb to allow people to buy “buffer space” on their plans, application-specific billing options like “all-you-can-eat” multimedia streaming from partnered services like TuneIn Radio, Foxtel Go, ABC iView or Spotify or “all-you-can-eat” mobile telephony services. Similarly, it could be easier for a person who is currently on a device-linked post-paid plan to participate in one of these plans without having to pay an early-termination fee for that device.

These plans could allow a smartphone user who is putting off buying a tablet or other mobile-broadband device because of data allowance and billing complexities to buy these devices yet manage one allowance and one account. Similarly, they could allow a mobile-data user to right-size their data allowance to represent what they really use across the board.

My Comments

I never knew this would happen when it came to the design of wireless-broadband access devices. Here, Telstra had launched a 4G access device that was the size of a typical USB wireless-broadband modem but was able to work as either a typical wireless-broadband modem or as a “Mi-Fi” router.

In the latter mode, you could just plug it in to one of many USB power-supply devices ranging from a self-powered USB hub through a AC-powered or 12V-powered USB charger typically for your phone to even one of the USB external battery packs. This gives it a level of power-supply flexibility on the same par as a typical smartphone, and the supplied AC adaptor can also work as another spare smartphone charger.

In some ways, this “Mi-Fi” could be used along with the Pure One Flow Internet radio and a USB battery pack of the kind used to charge up mobile phones to provide a truly portable Internet-radio solution that is if the price is right for Internet access. It is similar to what may be expected for in-car Internet applications as what BMW, Chrysler and others are proposing.

Who know what can happen for networking and Internet use as we end up on the road with these kind of “sticks”.

As I have previously mentioned in this site, there needs to be further action taken concerning providing a wireline telecommunications service that is really competitive. The idea of Telstra splitting its telecommunications business between wholesale and retail is still about moving the wireline infrastructure to another entity with monopoly powers. This is compared to France where fibre-optic Internet can be provisioned by competing interests who have their own fibre-optic infrastructure but have access to the same ducts, poles, wiring closets and other physical infrastructure.

Other issues that weren’t raised included the definition and provision of the basic telecommunications service. This includes whether universal-service funds should be set up to competitively provide this service, how the national emergency-contact service is to be provided and how disaster-relief and social-telecommunications needs are to be provided in a competitive world. As I have said before, it would be best to look at what the UK and France are doing as they have moved from a government-run “PTT-style” telecommunications monopoly to a lively competitive telecommunications environment.

The recent Telstra security breaches–how were they handled?

Through this last year, there has been an increasing number of incidents where customers of high-profile companies have had their identifying data compromised. One of these incidents that put everyone in the IT world “on notice”, especially those involved in consuner-facing IT like ISPs or online services, was the Sony PlayStation Network / Qriocity break-in by LulzSec / Anonymous.

Close to that, I had attended a presentation and interview concerning the security of public computing services hosted by Alastair MacGibbon and Brahman Thiyagalingham from SAI Global, the report which you can see here.

The BigPond incident

Over the last weekend, Telstra had suffered a security breach that compromised the user details of some of their BigPond Internet-service customer base. This was through a customer-service search Webpage being exposed to the public Internet rather than Telstra’s own customer-service network.

The privacy compromise was discovered on Friday 9 December 2011 (AEDT) and mentioned on the Whirlpool forum site. It was in the form of an in-house “bundles” search page exposed to the Web with the database containing usernames, passwords and fully-qualified email addresses of a large number of the customer base at risk.

Telstra’s response

But Telstra had responded very quickly by locking down the BigPond customer email servers and Web-based self-service front-ends while they investigated the security compromise. The customers whose data was exposed had their passwords reset with them being required to call the BigPond telephone support hotline as part of the process.

As I do maintain an email account through this service for a long time, I had taken steps to change the password on this account. This was even though I wasn’t one of the customers that was subject to the aforementioned mandatory password reset.

Telstra also maintained a live channel of communication to its customers through their own Web sites, through updates to the main media channels and through an always-running Twitter feed. Once the email system was open for business, a follow-up email broadcast was sent to all BigPond customers about what happened.

My comments on how this was handled

Like the Sony PlayStation incident, this incident was one that affected a high-profile long-established brand which, like other incumbent telecommunications-service providers, was in a position where the brand has a bittersweet connotation. Here the brand is associated with a portfolio of highly-established high-quality stable telecommunications services but has had negative associations with poor customer service and expensive telecommunications services.

What I saw of this was that after the Sony incident and similar incidents against other key brands, the IT divisions for Telstra haven’t taken any chances with the data representing their customer base. They had quickly locked down the affected services and forced the necessary password-reset procedures in order to reduce further risks to the customers; as well as keeping customers and the public in the loop through their media, Web and Social-Web channels.

The Telstra incident also emphasised the fact that the risks can come from within an affected organisation, whether through acts of carelessness or, at worst, deliberate treacherous behaviour by staff. As I have said in the previously-mentioned interview and conference article, there needs to be data protection legislation and procedures in place in Australia so that a proper response can occur when these kinds of incidents occur.

A lively competitive market

When I think of a competitive broadband infrastructure, it needs to be lively and competitive with many different wholesale and retail Internet service providers. Here, I would rather see the competition occur more on value than on who offers the cheapest service.

What can happen if the competitive market focuses on who offers the cheapest service is that companies can cut corners to achieve this goal. This can lead to situations that are consumer-hostile like poor customer service, rigidly-enforced terms of service that don’t allow scope for human variation and budget-tier services that don’t offer what customers need.

The proposed Telstra split

This proposed wholesale-retail breakup of Telstra could sound very much like what is happening with British Telecom in the UK. At the moment, BT are running a retail arm as well as a wholesale-infrastructure arm called Openreach.

In the case of the Telstra split, the infrastructure would be managed by a monopoly which is the National Broadband Network while there is a “wholesale” group and a “retail” group. There will be issues like preferential tariff sheets for the Telstra service as well as something yet undiscussed.

Telstra as the baseline telecommunications provider

This is the provision of the baseline telephone and Internet service. It encompasses the maintenance of public payphones; the definition and provision of the standard telephone line; the provision of the national emergency telephone services, as well as communications needs for the social sector. It can also include covering for communications through natural and other disasters. At the moment, Telstra’s discretionary mobile and Internet services prop up their role as this baseline telephony provider.

What I would also like to see is an improvement in how the baseline telecommunications service is provided and funded for. This could involve the use of tenders to determine the provision of parts of the baseline telecommunication service as well as the creation and management of universal-service funds that subsidise the provision of these services. This avoids the need for a service provider to jack up the price of discretionary services to cover the costs associated with the baseline services.

Wireline infrastructure competition

One driver for real competition is the ability to supply competing wireline infrastructure. This typically comes in the form of sub-loop unbundling where an ADSL service can be provided through the use of equipment installed between the customer’s door and the exchange and the customer’s line connected to that equipment. In an FTTH fibre-optic setup, this would be in the form of extra fibre-optic lines controlled by competing interests run to the customer’s door; a practice that is taking place in France.

For that matter, it may be worth examining what is going on in the UK and France where there was incumbent “PTT” telephone carriers but have now become lively competitive Internet-service markets. This includes how the tariff charts yielded “best-value” plans for retail telecommunications service as well as enabling factors for this level of competition. such as telecommunications legislation and regulations. It would also cover access to established physical telecommunications infrastructure in public areas like poles and pits; as well as creation and use of new infrastructure.

Conclusion

What I would like to see is that our telecommunications ministers and departments talk with their peers in both those countries ie OFCOM in the UK and ARCEP in France so they can know what was achieved for competitive telecommunications.

As many countries agressively build out fibre-optic-based “Next Generation Broadband”, there is also the reality that companies involved in wireless broadband will deploy LTE or WiMAX “4G” technologies for this service.

This issue has been raised recently as Telstra, Australia’s incumbent telephone and mobile carrier announced its intention to deploy LTE-based 4G wireless broadband. This is even though the Australian Federal Government were rolling out the National Broadband Network, which is the next-generation broadband service based primarily on “fibre-to-the-premises” technology.

A key issue that have been raised include the “all-wireless” household or small business, which doesn’t have a landline telephone or ADSL/cable-based broadband Internet for their telecommunications. This may be implemented by students and similar households where each user wants control over their communications costs as well as assuring proper service privacy.

Issues of comparison

Value of service as a primary Internet service

A common disadvantage with this kind of setup is that the bandwidth available to the user from a wireless broadband service is less than that for a wireline broadband service like ADSL, cable or fibre-optic. As well, the wireline service is typically able to offer better value service than the wireless service. This disadvantage may be eroded if the 4G wireless broadband services are priced aggressively against the Next-Generation-Broadband wireline services.

Reliability and Stability

Even so, the 4G wireless broadband setups won’t yield the same bandwidth as a next-generation broadband setup; and these systems are based on radio technology which can be affected by many factors such as  the environment surrounding the radio equipment, the aerial (antenna) that is used as part of the equipment and the calibre of the equipment itself.

Examples of this include wireless-broadband modems used in double-brick / cinder-block buildings; equipment like USB modem sticks designed to be compact therefore not having adequate aerial systems; and simple weather conditions that affect wireless performance.

Here, this could lead to inconsistent performance for 4G wireless-broadband setups, with results like stuttering during VoIP telephony or multimedia playback.

Multiple device setups

No-one has yet raised the issue of a person operating multiple devices that connect to wireless broadband Internet. This is a common reality as people buy smartphones, tablets and netbooks that have integrated wireless-broadband connectivity. Here, these devices are operated on their own services and it requires users to keep track of the many accounts and bandwidth allowances that each device has.

As well, the wireless-broadband technologies discourage the idea of establishing local-area networks which could permit bandwidth sharing / pooling or sharing of resources like printers or file directories. Here, the users would end up not creating a local area network at all, and may just end up using technologies

Political issues peculiar to the Australian scenario

I also see certain political issues in the “next-generation-broadband vs 4G wireless broadhand” issue more so in Australia. Here, the Australian Labour Party see the National Broadband Network as a tool for nationalising or “claiming back” the wireline telephony infrastructure that they relinquished when Telstra was privatised. Here, Telstra, like British Telecom was originally part of the government-owned “Posts, Telegraphs, Telephones” department and became its own telephony entity as this department was separated.

There hadn’t been any mentions of intent to nationalise the Telstra-owned wireless infrastructure used for reselling their mobile telephony and wireless-broadband service. As well, Telstra were wanting to set up the aforementioned 4G LTE wireless-broadband technology on this infrastructure as a retail service and the Australian Labour Party were seeing this wireless-broadband service as a broadband service that competes with their National Broadband Network.

How I would see this argument is a way of seeking legal authority to require Telstra to do a “BT-style” sell-off of its mobile-telephony and wireless-broadband business. This is where they would be forced to divest themselves of the infrastructure and retail mobile-telephony / wireless-broadband business to another service

Conclusion

How I see the role of any wireless-broadband technology is that it is a complementary technology to a wireline technology rather than a competing technology. It exists primarily for mobile, portable and temporary computing applications.

Most of the other countries in the world have at least one Internet service provider who provides IPTV or “triple-play” Internet service offering the TV channels that are expected in a multichannel pay-TV service as part of their TV deals. This is whether as a separate option or integrated in to the TV package.

For example, most of the French “triple-play” packages (Livebox, Freebox, Bbox, Box SFR, etc) offer the Canal+ pay-TV service as a “channel package”. Similarly, the channels offered through US cable-TV services are being offered via AT&T’s “FiOS” IPTV offerings.

Now this trend is coming to Australia with Foxtel, Australia’s main pay-TV brand, offering their TV channels through the Telstra T-Box IPTV setup. This will be offered in the same manner as what is done in France, where the Foxtel packages are sold as a particular add-on rather than the channels being part of packages that Telstra BigPond determines.

Advantages

One main advantage I have often seen regarding delivery of the Foxtel brand via IPTV is that there isn’t the need to run extra coaxial cable to each viewing location or fuss with a satellite dish in order to receive this content.

Some households that have highly-landscaped gardens can benefit because there isn’t the need to dig up the garden to run new cable from the street (in the case of underground-cable setups). As well, people who live in forested areas of the cities

Another advantage with this particular setup is that you only need one set-top box to receive the IPTV services provided through BigPond as well as Foxtel. This is more important to those of use who value the idea of “all the eggs in one basket” but have had to worry about room on the TV cabinet for the T-Box and the Fox Box; or extra inputs on the TV in order to have both these services.

Outstanding Questions

There are still some outstanding questions and issues that need to be raised concerning this service. One is whether a user can set up concurrent recording of shows broadcast on Foxtel, BigPond TV and regular TV at the same time. It also includes handling of sequential recordings, especially where the user requires a certain amount of run-on to be recorded to cater for when channels finish their shows later.

This same problem can extend to capacity issues for T-Box and will eventually require measures like support for “offloading” to approved NAS devices, and the availability of larger-capacity PVRs that work with the BigPond IPTV service. This can also open up issues like true multi-room setups with scalable customer-premises hardware in the form of PVRs that have different capacities and functionalities as well as view-only set-top boxes  Here this could allow for “follow-me” viewing, setting up recordings from other rooms and increased recording capacity and concurrency.

How this could affect the pay-TV landscape

It will also be interesting to see how long this deal will be exclusive to Telstra BigPond. This is especially real as some of the other ISPs in the Australian market like iiNet and TPG are offering IPTV service by “picking off” channels from various content providers. As well, Optus will want to get in to this new game by offering IPTV service and may want to run the Foxtel name in its lineup. Similarly, the Austar name, which covers the Foxtel lineup outside the capital cities will want to appear in any IPTV lineup in its market area.

It could then redetermine the role of the traditional multichannel pay-TV distributor like Foxtel or Austar, who used to rely on their infrastructure and their set-top boxes as being core to their operations, causing them to become a “content wholesaler” or “content franchise”. Here, the customer views these services through hardware provided via their IPTV operators such as “triple-play” broadband providers and chooses the service as an option that is part of their broadband, “triple-play” or IPTV package.

Previously, the Telstra T-Hub multipurpose Internet device had an Internet radio function but this was limited to receiving the Internet streams of Australian radio stations. Most of us would think that this is limiting because of radios like the ones reviewed on this site being able to pick up Internet streams from overseas radio stations or the fact that we could use vTuner or Reciva web sites to “tune in to” these streams.

There had been a lot of discussion about this on Telstra’s “Exchange” website especially as they were about to release new software for this device, especially with a desire to have this functionality on board. Now Telstra have answered these calls by integrating the fully-fledged Internet radio functionality in to the T-Hub as part of the latest (version 1.10k) firmware update.

Someone raised in response to this article an issue about whether the Internet-radio service would be counted towards one’s Internet-traffic limit and there is a fear that it may not be so for overseas stations. Another key issue that also has to be resolved would be the quality of service that one gets with Internet radio because, as from my experience, there are times where there is increased jitter and latency with Internet radio stations especially when the station’s home country or we enter peak Internet-use times.

This news is also of interest to manufacturers, distributors and users of other multipurpose Internet devices that are intended to supplant or supplement landline-telephone functionality.

How to update the T-Hub to the latest version

  1. Touch the “Settings” icon on the T-Hub’s second home screen
  2. Touch the “Software Updates” icon.
  3. Touch “Check for New Software Updates”. This will identify if the T-Hub is on the latest firmware or whether there is an available update.
  4. If an update is available, touch “Download Now” to start the update process.
